In IE 6 topmost righthand corner there is a small windows icon waving?

can anyone get me one of those in waving motion

You will not get that animation directly, even if you look for it you wont find it!

However some programs can make those kinds of animations in less than 2 seconds. It is generally known as 'flag'

One such program is cool edit from unlead.

However if you really wish to have only that animation you should try the registry .

The location is

HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics

(I think it is here)

You can modify it if you like.
